vBulletin 3 and 4 are not made for mobile devices, there's no easy fix for the things you mentioned.

Using a responsive style will help you (https://www.sultantheme.com/product/st-vb3-responsive/). If you customize this style, you must modify this style (hide elements via style sheets, use the permissions of usergroups via conditionals...).

But it's difficult as Dave said and it won't be 100% perfect.
