When clicking "NEW TOPIC" on our forums (forums.cdjw.org) it sort of just, refreshes the page, never giving the user the ability to create a topic. Any ideas?

I can't post to your site as a guest so I was unable to see if the error is obvious using web developer tools. Without access to your site it's hard to say what is causing the issue. It could be a JS related issue or a permissions related issue.

I think your site might be hacked as it redirects to "sport laundry dot com" and some js issue as mentioned by in_omnibus
