I am getting this error repeatedly (slowing down the forum) when trying to add a new thread.

I have reinstalled vBulletin several times.

Is there a way to rebuild the phrases, or figure out what is wrong.

You need to check the error logs of your webserver/PHP in order to figure out the exact error.
