vBulletin 4 Request - thread tags

Almost all threads on my forum in Urdu. so, "DBTech Auto Tagger" didn't add correct tags. Mostly users didn't add tags in thread. I want to add tags is compulsory while making a thread. Such as thread title and message is compulsory.
Any product/modification about this??
