UTM parameters in links published by users

Hello, I want to add utm parameters in the links that users cited in the posts.

Example:
User posted: www.teste.com
Link after posting: http://www.teste.com/?utm_source=ex&...&utm_medium=ex

Is there a plugin for this?
Any tips on how to do this?

Note:
The utm will always be the same.
