Default Rssposter and tags

I want to add in the RSS flow <tags>tag1, tag2, tag3</tags> add tags to the article. Even if it is not possible to create new tags, but to bind the post to the existing one.

Which file is responsible for parsing an RSS stream?
Where and how to form SQL query privacy tags to the post?
