I know there are some responsive themes for vB. One of the vB sites I have do not have a mobile responsive theme and I cannot change it either. Is there any other way to make the site fully mobile responsive?

You can manually convert the entire theme to responsive using media queries and CSS.

How much time do you have?

Making it a true fully responsive theme is a lot of work, especially if you want every single page of vBulletin to be responsive.

I see people playing around with percentages and changing it to a dynamic width, but that does not make it a mobile-friendly forum. For example, hyperlinks are very small to click on when you're on a phone, instead of having a lot of padding around it which makes it a lot friendlier on mobile devices.
