Does anybody know if there's a plugin or method out there to take a single IP, or User ID, and redirect them from the forum when they try and connect? I've got a running joke with a few members, and this would be a fantastic addition.

You could use the Miserable Users mod.

Yep, that would do it, just turn off all the other options, and use the redirect to another page.
