I would like to know if there is any way to duplicate important threads within my forum to a "Helpful Tech Info" reference forum or sub-forum. I want to be able to do this without moving the original thread from its original place. Is this possible within vBulletin or is there a mod for this?

Offhand, the only product I know of to do what you are asking is here:
Global Threads: The Next Generation for VB4 by BOP5 You will need the "Gold Version" in order to select or restrict Global Threads to specific forums. |

Go to the thread you want to copy > press "Administrative" on top > Copy Thread.
Is that what you want? |

If you want posts made in either copy of the thread to show up in both copies, you will need the product to which I linked (or custom coding)...but if you simply want separate copies, then yes you can use vBulletin's intrinsic thread copy function.
