Usergroup defined thread markup?

Been searching around and thought I had seen a mod for this before but for the life of me can't find it. I am looking for a mod that the usergroup (defined in options) can choose the markup of a thread on either creation or edit.

Anything like this around that someone could point me in the right direction?
