Human verification on register

I was just testing it in all browsers.
The register page comes up but the human verification doesn't appear in Chrome ever. It didn't appear in IE for a couple of times either.
I am using the question and answer option. . .

I was using chrome developer tools, mobile emulator. . .

Issue?
