what is the setting to get change post info to display on the left side of the post ....not like here

I think what you want is found by following:

AdminCP -> vBulletin Options -> Style & Language Settings -> Use Legacy (Vertical) Postbit Template

Set this to "Yes" to put the user information (postbit) to the left of the post body.
