Usergroup Join Forum Block

How can I create a Forum Block that will allow users to to click on it and be assigned to a specific usergroup based on that forum block. So if I want UsergroupID 12 to be joinable by clicking on a forum block but not be a public(joinable) Usergroup, how would I accomplish this.
