You could look in the database at the "pmtext" table, but unless you feel it is absolutely necessary, then I think it is unethical to read messages that your users are assuming are actually private. I think also if you do look at the messages, you should advise your users that you are doing so.

"Login as user" mod allows reading of PMs once the moderator or admin logs into a person's account using this. Mosh's "Read PMs" is also obvious. There's a few mods allowing this but this feature is NOT native vBulletin.
