are you having issues with new users who do not receive email activation link when they register in forum using hotmail accounts?

It could be that hotmail has blocked email from your server. I found this which might help: https://kb.iweb.com/entries/22941042...ed-by-Hotmail- (I just googled it, and there are other results that might have better information, that's just the first one I found).
