Infractions posts as thread

I have seen this on other forums; where can I find a plugin that logs infractions? It posts the infraction into a set area as a thread; I have the same thing which logs bans but it would log infractions similarly.

so when you go to vb options "User Infractions & Post Reporting Options", the option to create thread is not there?
