Hi!

I was actually wondering if someone could make a Married / BFF addon in their about me [will serve as a profile field] which has a drop down selection box that has every member [basically a member list] with a search function. To become married/bff'ed, the user has to confirm the request in their profile. (this is generally like the Facebook relationship status system).

Can anyone make this for 4.2.2?

That sounds a bit niche, you may get better results paying for it by posting in the, Requests for Paid Services forum. Just make sure you read the sticky threads in there before hiring someone.
