Where i can find the option for add friends on vBulletin 5 and let the users adding friends?

You don't "Add Friends" in vB5 Connect. You "Subscribe" to them. They then have the option to accept the Subscriber. They can also set User Settings > Privacy > "Auto-accept subscriber requests" if they want.
