You can create messages for certain usergroups by using the built in Notices system for vBulletin. If you login to your admincp and then scroll down until you see "Notices" you can make the changes there and do not have to code anything.

what's the relationship between visitor messages and notices? I want show visitor messages of users who disable this utility. as u know if a user disable visitor messages, it won't be show for any user. I want show them for admin |

I believe admins and moderators with the "Can Moderate Posts" permission under Visitor Message Permissions (Forums & Moderators > Show All Moderators > Edit Permissions), will be able to see the messages even if the member has disabled them. But for some reason if you've disabled your own visitor messages you won't see them even if you're an admin, so use a different member to test it.

Hmm...I don't know why that is. I tested it again and it works for me. If I set "Visitor Messaging" off for a normal user, when I go to the profile page as an admin I still see the messages.
Maybe someone else will have an idea. |

Why not just use the usernote functionality and limit it to the groups you want to have access to it.

You need to check the permissions under Forums & Moderators > Show Moderators > Edit Permissions
