Hi,

I want to add small bar (as image below) to postbit.
This bar can be linked to topic and each user has one value (editable by admin only).

Please let me which plugin can help me do like that.

To my knowledge there is no plugin like that, you would have to hire a developer/PHP coder to do that for your site.

You could add a User Profile Field and set Field Editable by User to No and then add that field to the postbit template via one of the methods here - https://vborg.vbsupport.ru/showthread.php?t=250418
