Moderators Functions - [Scandal's] AdminCP and ModCP Staff Notices for Users

This addon allow administrators and moderators to add text notices for each user (accessible on usermanager).

Only staff. It's so staff can add notes to individual users on their profile via the control panel. In usergroup permissions there is also options if mods can view/edit the notes

And, these notes for users, they should see them somehow. What they see? I'm asking for image of these notes from users' perspective.

Unless you know something I don't users can't see the message at all only staff.

Sorry, it seems like I don't understand what this mod actually does.

I thought it sends individual notes to users.

But, now I'm starting to think it's user notes, something that's in vB out of the box. I'm talking about this: http://www.vbulletin.com/docs/html/options_usernotes

What's the difference between this mod and user notes already in vB?
