In the Navbar editor, it allows you to call the page what you like, and specify the URL

Hmmm ... I did that and it changed the name on the Nav bar - which is cool - but the HTML title is still "forums - forums"

Thats because the default title for the forum list page is "Forums"

Go to you forums page, click on "Edit" and when you "save" the page you can alter that title there.
