Return local IP if user country is usa

Hello guys,
I was just thinking about a way to allow the user much privacy and stop spambots.
For example I'd like to override every IP from the USA with 127.0.0.1. Using Whois.com or a simliar page would this be possible?

I know how to edit the class_core.php to set the IP return to 127.0.0.1, but this will also stop vBulletin from logging/detecting spambots...
