Rotating announcement widget - or similar

I am using vbulletin 4 and want to add a sidebar or something similar so that I can rotate announcements every (say) 10 seconds. The messages would be text messages but ideally formatted to look nice. I would like a nice simple method of deleting old messages and adding new ones. I don't really want to use graphical banners.

Just to be clear this is for the main CMS rather than for the forum.

A sidebar/widget would be ideal for this, but I have had a look and cannot find what I am looking for. As vbulletin is so feature rich I expect i am missing something obvious.

edit to say - what I think I would like is a set of rotating notices, i.e. rather than have a number of notices each displayed "on top" of each other. I would like a single notice bar displying each notice in turn with each notice displayed for say 10-20 seconds (preferably user confgurable). I hope this is clear?
