Post on any forum from a single page

Currently if a user has to post on any vbulletin forum, he has to go to that specific forum first and then click on "Post new thread". Isn't it possible to create a page for users where they can simply select the forum where they want to post and write the post title along with the content they want to write on a single page, without browsing through each forum for this purpose.
