Where is the question and answer registration option?

but I cant find how to enable the Q&A option

Also I tried the option "moderate new members" , I set up but this is my first website using vbulletin so I dont know where do I receive notification to moderate new registrations

To get to the screenshot the path would be...
vBAdmin --> Settings--> Options --> Human Verification Options

To Moderate new Members...

vBAdmin --> Settings --> Options -->User Registration Options --> Edit Settings --> Moderate New Members --> Yes or No
