How do I get a home page?

[Swatman1]

I am a huge fan of these guys home page:

http://w2oe.com/content.php?tabid=37&tabid=37

Is there some type of add on that allows a Vbulletin home page similar? I know it is heavily edited/modded, but looking for ideas here.

Besides the style, that is what can be done with the CMS system in vB4 suite.

Easy to do? Is there a tutorial?
