PM to user after he has opened a new thread in specific forum

Hello,

I have searched in the forum and mod-section, but I did not find anything, that will help me. So I try to ask here.

I need a function for one of my sub-forums - so that only in that sub-forum (where it is enabled to moderate new threads) - to send a PM to a user who opens a new thread, to inform him, what he has to do, when he wants to have his new thread online.

Is there a workaround for that, or maybe even a Mod?
