Members adding members to Usergroups

Before I get started, I want to mention that I've spent the better part of an hour looking for a solution to this before I decided to come here and ask for help. I'm pretty good with searches and couldn't find exactly what I was looking for.

Any and all help is very much appreciated!

Preface: We are an online gaming community and I would like to enable my "junior officers" to be able to moderate the "Awaiting Moderation" usergroup.

The Catch: I don't want to give these junior officers ANY other admin/mod powers. I just want them to be able to view the member list on the forums, find the new recruit they are looking for on the list and approve their membership into a custom usergroup.


Example:

New registrations go into "Awaiting Moderation"

I want my "Staff Officers" (usergroup) to be able to Approve members within the "Awaiting Moderation" usergroup and have those approved members primary usergroup be changed to "Blue Lions Member".

I don't want this automated because we want control over who gets approved.

Is this possible out of the box or with a mod?

Basically looking to make all Staff Officers able to ADD people to the Blue Lions Members group.

Ok, I've got an idea on how to do this, but am wondering if the following is possible:

Is it possible to give a specific usergroup access to ONLY Admin > Moderation > Moderate Users ???
