Could someone tell me how i can disable the feature that allows users to send email to other users

ACP / Settings / Options /Email Options and set Allow Users to Email Other Members to No, I think that should fix it.

I have it already set to no for that option, but the link to do it is still there. I think It has to do with messengers like skype, yahoo. etc

Well then that would be Instant Messaging Icons, not Email.

ACP / Settings / Options / Style & Language Settings, and change Show Instant Messaging Program Icons to No.
