Downgradinog 4.2.1 to 4.2.0
Is there a way to downgrade 4.2.1 to 4.2.0 there is a theme I really really like and has some flaws with 4.2.1 is there a way to downgrade without losing anything?

Nope.
Get the theme creator to fix the theme or manually update it yourself. |

If I use the old database when installing will it save the account names and passwords?

You can use a backup you took of your old db, but that is restoring a backup, you shouldn't be installing.
