Looking for these mods

I tried using the search bar and no success. I am looking for the following:

A mod that shows a pop up to guests to register. Something along the lines of this:



Another thing I want to add is "Did you know facts" for 4.x.x

How would I implement a did you know facts? I tried following one tutorial, but it was only for 3.8.x, so it didn't work.

that mod doesn't seem to exist, at least not for vb4
