I want to add some images to the area in the red box,that link to the relevant forums, what is the best way to do this ?

If you want to add stuff to the forumdisplay pages, then you probably want to add it to the FORUMDISPLAY template. Or, you may be able to use the template_hook "forumdisplay_above_subforums" which is in the template and then you can just write a plugin to add the text.
