Shoutbox only for registered users

i want a shoutbox on my site but i want to make it only for people who have the logged in cookie, if not put a log-in link instead....
how would i go about getting code that did this:

if cookie is there show form to post on shoutbox
if cookie is not there show link "you must be registered, log in now"
the forum is hosted on a different server to te shoutbox.

Take a look at Razorart.com or Pixeljunction.com.
It's a place where visitors can just post quick messages.
Kinda like a chat.
