Does change author and date mod work in VB5?

Does this mod work in VB5 or just 4, and is it possible to download 4 after purchasing a license?

No it wont work. The mod will have to be rewritten for vB5.

You can download the mod for vB4/3 after purchasing a vB5 licence.
