First: admincp--->settings--->Forum Sidebar and Block Options

Enable Forum Sidebar: Yes

Sidebar Position: Left

Click Save

Second:

admincp--->Forums and Moderators--->Forum Blocks Manager--->add new block

Select Custom HTML/PHP and then add your custom HTML Code.
