No visual posting. Help Please?

Im very new to Vb and seem to be stumped by a problem.
when I log in as an admin user I can post threads as normal.
How ever when Im a normal registered user all the input text seems to be in like HTML format.
Is there a simple fix or setting somewhere for this.
I have attached a image of the problem.

It's just unformatted BBCode. You don't appear to have the WYSIWYG editor turned on.

Admin CP ? Options ? Message Posting Interface Options

Not sure why you'd see it as an admin, and not as a regular user. But then, my version of 4.x is older, so I don't know if they added editor permissions down the line.

Hey Digital Jedi.

Thanks for the suggestions. I checked the setting and it seams that they are all enabled already. I disabled and re enabled to see if it was just a glitch.

I have attached two more images, one showing normal BBcode entry when logged in as admin, also the problem entry when signed in as registered user.
If anyone has any ideas what this could be I'm keen to hear them.

My next step is to see which groups are actually affected.

Ah, I see. Actually, you see that button in the top left corner? That toggles the rich text view on and off. In the left hand picture, it's toggled off.
