The "Insert Link" icon is not showing for my registered users. Where is that setting at to enable it?

Are people still able to post links without it? It should be checked on in Admin CP ? Options ? BBCode Settings. However, if it were unchecked, no one would able to use the [URL] tag even manually. Unless this changed in higher versions of vB4 than what I have.
