User Promotions Task Manager not working

I setup a user promotion that is supped to move a user to the next level after they post 1 post.

If the User Promotions task manager runs by itself, nothing happens.
if i go into the User Promotions task manager and click on"RUN" it works.

WHY????

You've probably edited your footer and removed cron image!

The cron image is in place, have you checked your logs to see if all the other cron jobs have run?
