How would I go about customizing the forum category titles?

Like seen on this site, http://www.leatherneck.com/forums/forum.php

How do you do that?

thats just the skin they have on if you had that skin it would look the same

I don't have the skin

I just want the font titles anyway.

How would I go about changing the font type, size and color of forum titles though, it's possible if someone made a skin with it.
