If GFX Discussion & Help is not a subforum of GFX Resources (which isn't obvious from your custom style and so we cannot verify that), then you should only need to make the user a moderator of GFX Resources and he will only be a moderator of that forum.

i want only moderator in GFX Resources not in Discussion and help section
I use VB 4.2.0 and i Use Soo Webtheme
