I'm no longer using my vBulletin, and therefore not need it. I'm hoping to sell it to a friend, but has there been any changes?

All I remember that I had to submit a ticket with my and the new customer details, then everything will be transferred to him. No fees or anything, any changes to that or is it the same procedure?

This is the wrong site to ask about transfers as vbulletin.org has nothing to do with the licenses. You should submit a ticket and ask if your license is available to be transferred. There are only fees if you are transferring within the EU.
