Remove Missing Attachments from Database

When I run maintenance on thumbnail attachments, I see that a lot of attachments are missing from the database.

I would like some way for these to be removed from the database without messing it all up.
Sort of like a database optimization program.

None exists. Can you make one?

Thanks.
