Translation problem

Hello,

I have a problem when translating vB 4.2.0 into my language.

Translated text in vB adminCP:

Actual text at user-end:

Language settings:

Language code: lt
HTML Character Set: ISO-8859-1

Same crap in DB at table "phrase":

Any ideas what can be wrong? Why vB destroy language at DB level?
