Giving a project access to only admins & one user id

Is it possible to make this where you can give permission for one project to just a single user by using a user ID? What I want is the ability to place a user ID with permissions to view a single project. I want it where no one else but that user I gave permission to and myself (admins) can view that project at all. Is that possible to do?

Anyone? Does anyone support this anymore at all? It really seems that no one really cares about this project. Its too bad because it could be a really nice add-on.
