Designing and coding a different profile page

I want to drastically modify the look and feel of the profile page in VBulletin. I feel like with some work people can actually start using it because very few people are using it on our forum.

Any suggestions on how to go about it? Should I just get our graphic designer to design it and then hire someone here to program it?
