Is there an plug-in or some function which send a e-mail or a PM to a user whose thread has been closed?

Yes, it's called posting. Our staff understands they should never close a thread without first posting the reason why.

If the poster has violated some rule, then in addition to closing/editing/deleting/ whatever, we would also send an infraction, which includes a form that PM's the infractee.
