How do I customize the default "welcome" PM that new subscribers get when they first register with my forum?

I have a Paid Subscription site I am developing, and I am trying to make the default welcome PM give them instructions on how to Subscribe.

How do I go about this?

It's pretty easy...

Admincp --> Settings --> Options --> User Registration Optioins:

In the "Welcome Private Message" area, you'll see two links:

[PM Title] [PM Body]

Click on them to edit the default txt - it will open in phrase manager.

The funny thing is, I have done this, and yet the default Welcome message still gets sent, not my customized one(?)
