Can not post threads in my categories

As stated in title. I can not post threads on my website. What it'll do is redirect me to "Activity Stream" How can I correct this?

Also how do I set the index page to go directly to the forum instead of "Whats New?" tab or should I leave this as default once the site started getting traffic.

Quick note: When I log out it says "Cookies Cleared" Should I disable this or leave it enabled?
