New PM from having a high score beaten doesn't follow email notification preference

After making fixes to get one particular game to start recording high scores again (that got broken sometime between 2.7.0 and 2.7.2), I later found that when a PM is sent upon losing a game top score, no email for said PM is sent, even if email notification on new PMs is active. I can't find the section in the file where the new PM is generated at the moment though.
